Improving Quality and Access through Medicaid Supplemental Payment Programs: UC Health Case Study

Facilitated by Sellers Dorsey, this session featured a case study on the evolution of supplemental programs at association member University of California (UC) Health. Attendees discovered ways essential hospitals can design and leverage Medicaid financing initiatives to drive measurable quality and access improvements and support critical financial viability to serve Medicaid beneficiaries.

Perspective from the States

This session explored state priorities for Medicaid and the impact of budgetary and political factors that influence state initiatives. Attendees learned how states are tackling health-related social needs, behavioral health, workforce challenges, equity, and other issues while, at the same time, unwinding the pandemic-era Medicaid continuous coverage requirement.

Attendees heard from essential hospital leaders from association members Parkland Health, in Dallas, and Teaching Hospitals of Texas about state financing strategies and the politics surrounding funding decisions.

Waiver Implementation: Valleywise Health Case Study

After an overview of the current Medicaid Section 1115 waiver landscape, attendees took a deep dive into Arizona’s new waiver with association member Valleywise Health. Session attendees learned about the Phoenix health system’s role in implementing services available through waiver flexibility that target health-related social needs and behavioral health.
