Paul Babcock

President and CEO
Health & Hospital Corporation of Marion County

Babcock is an executive leader in health care, public health, government, and politics. He currently serves as president and CEO of The Health & Hospital Corporation of Marion County (HHC), a municipal corporation with more than 2 billion dollars in revenue across four distinct business units. In his tenure at HHC, Babcock increased cash on hand, improved operating margins, and designed the first five-year strategic plan to ensure financial sustainability in a changing reimbursement landscape.

Babcock began work with the Marion County Public Health Department in 2007 as a health educator before rising to a role as project director for public health policy, emergency preparedness, and innovation.

Babcock later served under Indianapolis Mayor Joe Hogsett as the director of the Office of Public Health & Safety, managing food policy initiatives, organizing support services for homeless individuals, and overseeing the city’s public safety communications and violence intervention initiatives. He led the development of Indianapolis’ $600 million Community Justice Campus, including the city’s Assessment and Intervention Center, moving resources away from ineffective punitive measures and toward support and treatment for those experiencing homelessness, substance use disorder, or mental illness.

Babcock served as the point person for the city’s COVID-19 response, collaborating with service providers, private industry, and state officials to implement policy and deploy resources for testing, contract tracing, and treatment. He holds a juris doctorate from Indiana University’s McKinney School of Law, a master’s degree in public administration from Indiana University-Purdue University Indianapolis, and a bachelor’s degree from Butler University.
